[Gmsh] Delaunay triangulation survey

My question is not directly related to Gmsh: I'm
looking for a GNU GPL implementation of constrained
and conforming Delaunay triangulations.
The most known library is Jonathan Shewchuk's Triangle
which is not free for commercial use (hence
incompatible with GNU GPL applications).
As you propose Triangle as an alternative, I'd like to
know which is the default one (and its license).
